Your headline unintentionally misleads; OSHA refers to the federal agency covering the entire US, Cal/OSHA refers to the state agency which only covers California. The committee in question reports to the state agency, not the federal one.
California is a trend-setter, so these proposals may well spread to the national or even international level in the future. Examples include auto emission standards and Reagan-style populist conservatism. It's neither right nor left, but the effect of a large, diverse state where issues turn into problems sooner than they do elsewhere.
